Building study, voting machine on Rochester Town Meeting agenda

Voters will weigh in on eight agenda items at the Special Town Meeting on Oct. 20, including funding proposals for an electronic voting machine and a study regarding town facilities.

The meeting starts at 7 p.m. in Rochester Memorial School’s auditorium.

At the meeting, Selectmen will ask registered voters to appropriate $20,000 for a study that would investigate finding permanent housing for a few town departments.

Currently, the offices of the Conservation Commission, Building, Health and Planning Departments are all housed in the Town Hall Annex at 37 Marion Road.

The town pays $2,300 a month to rent that space.

Town Administrator Mike McCue said Selectmen would create a new committee to explore what buildings might house those offices.

“This group will look at all options, to include utilization of town-owned land between the Police Department and the Council on Aging as well as additions to the existing Town Hall,” McCue said.

Selectman and Town Clerk Naida Parker has requested $10,000 to purchase a new electronic voting machine.

The current machine is ten years old and starting to show its age, Parker said.

“There’s been a lot of issues with people having their ballots rejected,” Parker said. “It needs to be replaced before it fails completely during an election.”

If approved, the new machine would be used in three elections before the 2016 presidential race, which generally draws a high turnout.

“This is an opportunity to introduce residents to the new machine,” Parker said.

Other items to be voted on include a $69,000 appropriation from the special education costs stabilization fund. Established at last year’s Annual Town Meeting, the fund is designed to defray unanticipated costs related to the special education curriculum.

The original agenda had nine items up for vote. The Planning Board had requested inserting new language and definitions into zoning bylaws, but withdrew the item. Board members are expected to bring the item to voters at Annual Town Meeting next year.
