Pico Beach renovation delayed by Planning Board

A decision on the renovation of a Pico Beach rental property will have to wait even longer after a public notice for abutters wasn’t filed in time.

The Zoning Board of Appeals denied Alan D’Orlando request for a special permit to rebuild the rental property on Nov. 17 following several complaints from abutters on traffic and trespassing. D’Orlando and Doug Schneider, engineer of the project, approached the Planning Board Monday with revised plans in an effort to get the Planning Board’s approval and go back to the Zoning Board.

The original project included five bedrooms and a second story, which abutters claimed would cause excessive shading on other properties. The new plan has only three rooms with the bump outs removed, and a 10 percent reduction in floor space overall.

Marc Deshaies, who represents abutter Heather Hobler, said D’Orlando advertised the new plans Dec. 15, a date too late for abutters to even know what was going on.

“The only time we had to see the new plans was tonight,” Deshaies said.

Schneider said he was working off of the Zoning Board’s verbal decision and not one filed with the town. This was done, he said, to get the project moving as soon as possible.

State statutes require an official filing be made before reconsideration can come forward.

The Planning Board decided that the premature filing could allow abutters to appeal its vote to approve the project, further setting back construction dates.

Schneider, D’Orlando and the Board rescheduled the meeting for Feb. 6.
