Public comment closes for solar bylaw

The saga of Marion’s solar bylaw discussion appears to be drawing to an end. On Tuesday, Planning Board members closed the hearing that allowed for public comment on the bylaw.

Following the vote, member Ted North introduced a motion that will have the board draft a recommendation to be read at Special Town Meeting, scheduled for Monday, Oct. 28 at 6:45 p.m. in the Sippican School auditorium.

The board has worked with the Energy Management Committee to craft a bylaw that both groups can agree on.

Board member Jay Ryder said energy  committee member Jennifer Francis should review the board’s recommendation. Ryder said a united front would encourage voters to pass the bylaw

“A cooperative effort, where the Energy Management Committee and the Planning Board agree, has much more of a chance of passing than if we’re opposed to each other,” Ryder said.

As the bylaw stands, a solar farm must be limited to a residential district on a three-acre parcel, have a 100-foot setback from a residential lot, obtain a major site plan review, get a special permit, and cannot be higher than eight feet above ground level.

The board has 21 days to draft and approve a recommendation. It will be discussed before the board’s Oct. 7 meeting.
