Rochester considers capital five-year plan
Selectmen want department heads to scrutinize projected capital expenses for the next five years. According to Town Administrator Rich LaCamera that might not be necessary.
“Right now we don’t anticipate spending a significant amount of money,” LaCamera said at the board’s Monday night meeting.
The capital plan is updated every year and takes into account any equipment or infrastructure repairs projected for the next five years. Last year, a few years worth of capital expenses were paid for.
“We addressed a good majority of the capital plan for three years except for roadways,” LaCamera said. Road repairs are generally paid for with funds allocated from the state.
Selectman Naida Parker said department heads should assess what improvements need to be made.
“The department heads should be taking a hard look at what they need to replace in the next five years,” Parker said. “They tend not to look.”
Parker said last year unexpected upgrades cost the town.
“They really need to look at everything because it took a big hit on our free cash account [last year],” Parker said.
The plan is currently being drafted, LaCamera said. Once it’s complete Selectmen will meet with department heads to review it.
