Superintendent outlines Rochester Memorial School budget

ROCHESTER — In the midst of budget season, Superintendent Doug White on Wednesday presented the Rochester School Committee with a draft 2021 budget with only a $94,000 — 1.5% — increase from the current year.

In his Feb. 6 explanation of the budget, White explained that  the regular student budget was up $216,031 (5%) while the special education budget decreased by $136,105 (-6.48%) 

The regular budget increases and special education decreases were due to changes in the grants that the school had received. 

As part of the budget and capital planning process for the school, the school’s subcommittee for capital improvements was asked to identify two needs for the school in the next year. They highlighted stronger infrastructure for the school’s technology, and a new heating, ventilation and air conditioning system.

In reviewing capital requests, White noticed a capital request that the school made in 2018 for an irrigation system on the soccer field and near one of the playgrounds that was never met. He brought it up again to ask the committee where it stood on their priority list.  

Committee members seemed agreed that it would be nice, but not essential.

White explained that a new Student Opportunities Act will provide $27,900 more in state aid than last year.

Because the act provides additional funds in an attempt to address inequalities, the state wants to see a detailed plan for how these new funds will be used in line with the school. White was hoping that the state aid number would be higher for the district. 

White said that he plans to meet with town officials on Tuesday about the budget and capital plans. But he is thus far pleased with the school budget.
