MARION — Selectmen returned to a 2013 infrastructure plan, and elected to move forward with a second phase of the project, where the design work is mostly complete to improve sewer, water, drainage, and resurface roads and sidewalks on Front St., Main St., Cottage St., Hiller St. and Water St.

Phase 1A of the $19 million Village Infrastructure and Capital Improvements project was completed in 2014. After that $5 million project, the town started on design work on phase 1B of the project, but that work was interrupted to focus on fixing the town’s wastewater treatment plant.

Town Administrator Jay McGrail explained at the June 18 Board of Selectmen meeting that he and Selectman John Waterman met with the Transportation and Circulation Subcommittee about the 2013 plan.

There, they learned that the design work for the second phase of the project is 90 percent done and would only require another $20,000 worth of work from CDM Smith.

Selectmen brainstormed several different funding sources to pay for the next step of the project.

They said Finance Director Judy Mooney had said that some of the Sippican School debt would expire soon, which might open up funds for new projects. Another option is to seek out grants, like MassWorks Infrastructure grants or Complete Streets grants.

Selectmen also considered a project on Spring Street, but decided that the Phase 1B project might be easier to complete because none of the design work had been done on the other project.

Selectman Norman Hills pointed out that “I don’t think out intent was ever to do both at the same time,”

Waterman said that the work would take two or three years, and the town can likely only afford one project of that scale in the next five years.

Selectmen discussed preparing to bid this fall for work to be done in the spring of next year. After exploring grants and other funding options they would also narrow down how to present the project for voter approval at a Town Meeting.
