Habitat for Humanity seeks ‘40B’ approval for Marion home

The non-profit Buzzard’s Bay Habitat for Humanity got another green light in its ongoing effort to build its first house in Marion.

The group went before the Planning Board on Monday, June 18, to get approval for the general layout of the lot, located at 185 Wareham Road near Washburn Park.

“We did get the approval by the Planning Board, which was huge,” said Habitat’s Board of Directors Chair George McTurk. “It made it possible to take the next step.”

Efforts to build the house first began in 2009, and Habitat has faced a number of setbacks during the subsequent years.

Earlier this year, the original 5,000 square-foot lot was deemed too small by the Open Space Acquisition Commission, Planning Board and Selectmen.

Residents at Town Meeting approved to expand the site to at least 15,000 square feet.

Now, Habitat must get approval to be designated as 40B affordable housing through the state’s Local Initative Program.

“The Local Initiative Program is the friendly 40B mechanism that makes what is otherwise an unbuildable lot buildable,” said Planning Board member Tom Magauran.

Magauran said because the Habitat lot is under the two acres required for regular zoning permits and doesn’t have frontage access, it would otherwise preclude getting a building permit.

“It’s another piece of red tape, but it’s necessary,” said McTurk.

He expects the permit to be approved in a relatively short period of time, after which Habitat can apply for a building permit.

The proposed house will be built on the approved lot, which will be puchased from the town.

If all goes well, McTurk and the rest of the Habitat team are looking to lay the foundation for the house by Labor Day.
