Neighbors voice complaints against Wellspring Farms
Several residents of Hiller Road are angry that they have nothing to show for multiple complaints to the town about Wellspring Farms.
According to neighbor Cathy Mendoz, the therapeutic horse riding facility, owned by James and Holly Vogel, operates as a commercial business, which would require it to have a special permit. She said it also exceeds its 30 patient per week cap and has an unmanageable amount of traffic.
Mendoz has looked into the facility’s reimbursement claims for its services and has contacted the state, which she said sent her back to the town. She filed two complaints with Building Commissioner Jim Buckles this year to have the property and uses therein reevaluated.
Mendoz again stated her case to Selectmen and Town Attorney Blair Bailey on Monday.
“I stopped counting at twenty cars today,” she said.
From her research, Mendoz estimated that Wellspring Farms receives $800,000 a year in reimbursements for its services.
“The numbers don’t add up to thirty people per week,” she said.
Another neighbor, Russell Alexander, said he and his wife have had trouble with the Vogels as well.
“We have seen a circus constantly behind us. This is unreasonable,” he said.
Mendoz was upset that no town officials have monitored the traffic at Wellspring Farms and that the building commissioner hasn’t visited the site in years. She asked if there was another way to get more progress.
Bailey said Buckles has been looking into the matter and that residents could appeal the complaint to the Zoning Board of Appeals, but that he would press the building commissioner to make a decision by the end of the week.
As the discussion became more negative towards the Vogels, Bailey said the Selectmen’s meeting was not the place for it.
“We can’t sit here and have a lynch mob without the other side here,” he said. “We’re not going to have a public hearing in front of the Board of Selectmen for a zoning issue.”
Bailey reiterated that he would speak with Buckles and push for a decision by the close of the week.
