Planning Board believes bylaw failed due to voter confusion
Special Town Meeting voters took a stand against a zoning bylaw amendment earlier this month, but it’s still illegal to park a trailer or recreational vehicle on a front lawn.
On Tuesday night, Planning Board members said voters might not have understood the nature of the amendment, designed to streamline language in the home business zoning bylaw.
Members debated how to clarify the amendment that the board and Zoning Bylaw Subcommittee spent months editing.
“[Voters] thought we were making it illegal to have an RV on a front lawn,” member Susan Teal said. “It’s already against our current bylaw. All we were doing was tightening up the language.”
Chair Arnie Johnson said perhaps the board should have approached Special Town Meeting with separate agenda items instead of bundling the changes together for a single vote. That move would clarify what’s being voted on, but lengthen the meeting.
“Maybe we’d have to come to [Town Meeting] with forty or fifty articles, but that’s crazy,” he said.
Johnson noted he was disappointed with Selectmen who didn’t support the board on Special Town Meeting floor as the article was debated.
“They, above all people, have plenty of notice to know what we’re doing and what we’re thinking,” Johnson said.
Johnson said he would attend a Selectmen meeting very soon to seek clarification on two issues.
First, he wants to see if the zoning articles will be put on the Annual Town Meeting agenda. Second, Johnson said Selectman Naida Parker expressed interest in hiring a professional to review town bylaws and ordinances.
“That’s going to cost money,” said member Ben Bailey. “And not a small amount.”
Johnson said he believed the members of the Zoning Bylaw Subcommittee, working alongside Town Planner Mary Crain, had plenty of experience and talent to complete the job.
