Resident suggests committee to write wetlands bylaw

Resident Paul Osenkowski is in favor of a wetlands bylaw, but wants to see more collaboration from parties within the town.

At Tuesday’s Selectmen meeting, Osenkowski asked the board to setup a committee that could “hammer out something that’s going to be acceptable to everybody.”

A wetlands bylaw brought by the Conservation Commission is on the Town Meeting agenda. While commission Chair Bob Rogers has said he wanted to bring a straightforward, base bylaw, many at a recent public hearing were concerned that it gave the town too much power.

“It seems to me that even though Bob did a great job there are too many flaws at this time,” Osenkowski said.

He addressed Selectman Tyler Macallister, who was the only member of the board present for the discussion. A former member of the Conservation Commission, he and other members failed to get a wetlands bylaw approved by Town Meeting voters five years ago.

“I think this bylaw, win or lose, has actually caused more discussion than when Carmelo and I tried to bring a bylaw before Town Meeting,” he said.

No matter what, Macallister said this bylaw has brought out more conversation than the previous one, which he viewed as a positive for the town.

If it passes, the implications of the bylaw will still need to be discussed, he said. If it fails, a group of citizens, contractors and others in town have a year to draft a new bylaw.

Whether or not people are serious about the wetlands bylaw will be evident on May 13, the day after Town Meeting, Macallister said.

“This is a very good opportunity for the town to work as a town to get something that would benefit the town.”
