Rochester kennel hit with noise complaints

ROCHESTER — Recent noise complaints lodged against the owners of a North Avenue dog kennel revealed that they are operating under a revoked kennel license. 

On Monday, Town Counsel Blair Bailey said two noise complaints were made by neighbors of Liberal Teixeira in the past few months. 

An animal control officer has been to the property and said that the kennel has started breeding dogs again without the proper license. 

Bailey added that he sent two letters notifying the kennel that they are in violation of a vote Selectmen made in 2014. 

The kennel has bred dogs in the past and faced numerous complaints about loud barking, which prompted the Selectmen to revoke their kennel license. 

Five years after noise complaints were lodged against the owners, the new complaints have prompted the Board of Selectmen to address the matter at an upcoming hearing, yet to be scheduled.

Neighbors first came forward in 2013 and complained about barking which occurred late at night and the early morning. At the time, Liberal Teixeira resolved the issue by placing the dogs in foster homes and the complaints were dropped. 

In 2014, the kennel was back in front of the board following more complaints. The Selectmen ordered a number of conditions be met if the Teixeira were to keep the kennel. The requirements included soundproofing their outdoor kennels and reducing the number of dogs on the property from 16 to six. 

After failing to comply with the conditions, a criminal complaint was filed against the kennel in Wareham District Court. To deal with the unresolved issues, Selectmen revoked their license to operate a kennel on Aug. 10, 2015. 

As of Aug. 26, 2015, six non-criminal citations of $50 each were issued for infractions after the kennel license was revoked.

CORRECTION: It was previously reported that Melinda Teixeira was involved with the kennel mentioned before the Board of Selectmen. She has no affiliation with Liberal Teixeira at this time or the kennel being run which recently received complaints.
