Rochester Planning Board chair suggests changes for solar, commercial zones

The Rochester Planning Board will seek several bylaw changes for Town Meeting June 13.

Planning Board Chair Arnie Johnson brought the amendments to Selectmen on Monday night, and said most of the items were originally going to be on the Special Town Meeting agenda that never materialized.

Two changes are related to large-scale solar installations, which are 250 kilowatts and above.

One addition states that site plans should “minimize” the removal of trees 12-inch caliper and larger. Another proposal would limit the ground-mounted solar projects in limited commercial and historic districts.

Select Chair Naida Parker asked if it would be a good idea to add the general commercial district as well, but Johnson said they’re testing the waters with what the attorney general’s office will permit.

“I think we’d like to take a small bite at the apple,” he said.

The sign bylaws are getting an overhaul as Johnson said they are “scattered all over the place.” If approved, the amendment would streamline the process for anyone seeking a sign permit.

Another proposed change for the limited commercial district returns a provision for a wall or fence at least six feet high around the property. That detail was removed at the previous Town Meeting, but the Planning Board wants to return the wording in light of a proposed controversial solar farm in the town’s center.

The Planning Board will also propose the rezoning of an area on Country Road Extension from agricultural and residential to commercial. Portions of the area near the corner of Highway 28 and Highway 58 have already been rezoned.

These items will now be discussed at an upcoming public hearing of the Planning Board. The Town Meeting agenda, which currently has 26 items, is still in the draft stage but will likely be finalized in the coming week.
