Selectmen discuss wharf improvements, pump out boat
On Tuesday night, Selectmen discussed two harbor-related items that may appear on the Town Meeting agenda.
The first item of business was the rehabilitation of Short Wharf.
Field Engineering assessed the historic wharf and suggested three repair options ranging from $70,000 to $240,000.
Harbormaster Jill Simmons said a plan that gives a long-term fix to the wharf is important.
“It doesn’t make a lot of sense to just band-aid it,” said Simmons.
Selectman Jordan Collyer was in favor of the $240,000 option, the only one that includes a new reinforced cement concrete façade.
Selectman Paul Silva said he wanted to take a closer look at the existing concrete on the pier before making a decision.
Regardless of the plan, the current timeline is to begin repairs in September. Any remaining boats on the wharf would need to relocate.
“They are going to have to move or sacrifice a month or two,” said Collyer. “We can’t just wait until winter to do it.”
In the meantime, Town Administrator Mike Gagne is planning to speak with the Conservation Commission to discuss funding possibilities.
That funding would have to be voted on by Town Meeting voters in May.
Voters may also be asked to reconsider approving the purchase of a pump out boat that could travel to boats in the harbor to remove gray water as well as pumping out boats on the verge of capsizing.
At Special Town Meeting in Nov. 2013, voters shut down the proposal, but Selectmen think clearer information and a letter of approval from the Marine Advisory Board could result in a positive vote.
Through the Clean Vessel Act, 75 percent of the cost of the boat and its operation would be refunded.
The main problem voters had with the proposal in 2013 was that it would compete with the Mattapoisett Boatyard’s pump out service, but Selectmen and Simmons pushed back on that idea.
“It would have no impact on the setup that’s at the Mattapoisett Boatyard,” said Simmons.
Gagne will speak with the Marine Advisory Board to ask for a letter of support.
