Three to vie for Rochester Selectman seat

Two familiar faces are running for a seat on the Rochester Board of Selectmen against incumbent and Town Clerk Naida Parker.

Longtime Town Moderator Woody Hartley III and former Selectman and current Zoning Board of Appeals member Richard Cutler have taken out nomination papers.

Hartley is the only one of the three to return nomination papers before the deadline. Parker and Cutler said they are still gathering signatures. Candidates have until Feb. 18 to return papers.

Parker said in the past she’s encouraged Cutler’s return to the board and said she has great respect for Hartley’s work as town moderator.

“I just have to hope the voters like what I’ve been doing for the past six years,” she said.

Parker was first elected in 1999, but took a break after two terms following the passing of her husband Jack. In 2009, she successfully ran again for selectman.

During her recent tenure, Parker said the board fought to expand Rochester Memorial School, found funds to renovate Town Hall and most importantly met with other tri-town selectmen and school officials to hash out a budget.

“It was the first time I could remember in the history of the town that the three boards of selectmen sat down and told the school, ‘this is what we can afford to give you,’” Parker said. “That was a significant accomplishment and I was extremely proud to be a part of that.”

A native of Boston, Parker moved to Rochester in 1977 for its rural nature. She has been town clerk for the past 30 years.

Hartley, a lifelong resident, has served as town moderator for the past 18 years.

He said he’s running because it’s time to foster cooperation between Selectmen and other town boards.

“It’s time for our Board of Selectmen to repair some of the damage that’s been done with other boards and elected officials,” Hartley said.

He wants to bring new ideas and new leadership to the board as well.

“I’d like to see the board act in a more organized way,” Hartley said. “I’d like to see them make decisions after gathering facts, and lead in a direction with clear goals in mind.”

As an active member of the community for many years, Hartley said he’s familiar with the issues facing Rochester.

In addition to serving as town moderator, Hartley is on the board of directors for the Council on Aging and served on the Memorial Building School Committee and Park Commission. He’s also volunteered to lead a number of youth athletic programs.

Cutler hopes voters send him back to the Board of Selectmen where he served from 1996 to 2004.

“The last time I ran I felt the town needed to improve its wealth management,” Cutler said. “I think we did that.”

Cutler moved to Rochester in 1978 with his wife. Since then, he has served on the Memorial School Building Committee, the Master Plan Committee and currently sits on the Zoning Board of Appeals.

A former facilities director at the Marine Biological Laboratory in Woods Hole, Cutler said his management experience would benefit the town.

“That’s my background, working in a large business, which isn’t that different from running a town,” he said.

The town election is scheduled for April 8. The last day to register to vote in Town Hall is March 19.
