Woman’s Club, Town House projects recommended for funding

New windows and a complete renovation are being recommended for funding by the Community Preservation Committee.

The state’s Community Preservation Act allows towns to adopt a real estate tax surcharge of up to three percent to fund open space, historic preservation, community housing and public recreation. The state matches no less than five percent and no more than 100 percent of the funds raised from the surcharge. Marion’s surcharge is set at two percent.

The Community Preservation Committee recommends to Town Meeting how the funds should be used.

The Preservation Committee voted to support the Sippican Woman’s Club’s window installations and Town House’s complete reconstruction at Tuesday night’s meeting. The projects will be presented at Town Meeting Oct. 25.

Town House was recommended to receive $141,000 toward the hiring of an “owner’s project manager”, which is a state-regulated first step for projects costing $1.5 million or more. Phase One of the restoration project is estimated at $1.5, with a total bill costing close to $5 million. Although Town Administrator Paul Dawson had asked for $282,000 the Preservation Committee said it would review available funds in the spring and allot accordingly.

The Sippican Woman’s Club was recommended $40,615 for plans to replace many of the windows in its building on Front Street.

Club member Susan Granger said at last week’s hearing that many of the windows don’t operate or open. She added that several panes have cracks and the storm windows have pieces missing.

The Preservation Committee also recommended funding Sippican Lands Trust’s 12-acre acquisition project,  which protects wetlands and allows a bike path easement.
