Gas station construction underway in Rochester

Aug 16, 2016

Construction on the new gas station at the corner of County Road and Route 28 is underway in Rochester.

According to building commissioner James Buckles the project is currently on schedule. The construction began a few weeks ago and is a 17-week plan. Town Planner Mary Crain said the goal is a November opening.

The property is being developed by Colbea Enterprises LLC into a Shell gas station, Seasons convenience store and MaryLou’s Coffee drive-thru.

The project, approved two years ago, has already run into some controversy with the Planning Board after failing to have a pre-construction meeting, per their agreement.

“They were in violation of one of our conditions, and once they were made aware of that they quickly got together with the various boards,” Planning Board Chair Arnie Johnson said. “Then, it got brought out that they are working on the site with unsigned plans, so technically we really don’t know if they’re building what we approved.”

After some back and forth, Johnson said the board gave the company three options: They could get the signed copy of the plans to the site as soon as possible, they could stop work immediately, or, Field Engineering could send a representative to the site with a copy of the plans to ensure the work matches what that Planning Board approved.

According to Buckles, the site did have plans signed by him on site, but they have since gotten plans signed by the Planning Board on site as well.

Colbea Enterprises LLC is a company based in Cranston, Rhode Island that “delivers wholesale branded and unbranded products to New Hampshire, Massachusetts and Rhode Island,” according to their website.

The architect for the project is the company Cornerstone Design. Photos of other Shell stations and Seasons convenience stores can be found at cornerstonedesignbuild.com/projects/seasons-corner-market.
