A guide to Rochester's spring Town Warrant

Rochester's annual Town Meeting on Monday, May 21 at the Rochester Memorial School will include 17 articles to go before the town for a vote of approval.

The articles range in subject matter from a site plan review amendment to the town's overall FY2013 budget.

The following is a brief summary of what will be discussed on the 21st.

Article 4: Proposed 2013 budget

After months of review with Town Administrator Richard LaCamera, as well as all town departments, the Finance Committee has proposed a 2013 budget of $17,750,036.

The 2013 budget proposal is the same as in 2012.

"Things have been pretty flat overall," LaCamera said. "We were very fortunate not to see increases in health insurance costs. There will be no cost of living increases going into next year."

Article 7: Proposed funds for road repairs

Town officials have proposed setting aside $307,023 for the maintenance and repairs of town roads and bridges.

LaCamera said the money would be taken from state funding and put into an account for repairs should the need arise.

Article 11: Site plan review amendment

The Planning Board has submitted a request to include a two-year lapse agreement with the site plan review process.

Town Counsel Blair Bailey said the amendment would apply to special permits granted by the Planning Board.

"The theory here is that if people haven't done anything with the permits in two years, they have to go back to the Planning Board for review," Bailey said.

Article 14: Alternate energy power agreement

Along with officials from Marion and members of the Old Rochester Regional School Committee, LaCamera said Rochester is negotiating with local alternative energy power resources.

This article, he said, would grant the Board of Selectmen to continue negotiations with local resources after Town Meeting.

"There's a lot of activity on the market today for alternative energy sources to sell to communities," LaCamera said. "It's very competitive and we've been getting competitive prices. This article would authorize the Selectmen to enter into an agreement with one of the companies we are looking into."

Article 15: New Bedford Waterworks solar power farm

Article 15 would allow the Selectmen to continue negotiations with city officials from New Bedford, who have proposed the installation of solar panels on 10 acres of a 20-acre parcel in Rochester.
