Marion 40B project on track

Some tenants of a large affordable housing project will be moving in as soon as Feb. 1, depending upon on the weather.

Construction of the 60-unit apartment complex, known as Marion Village Estates, started in July after a lengthy review process. Originally, development company Bay Watch Real Estate proposed building 192 units that would have included apartments and single-family homes.

Faced with resident opposition, developers whittled the project down to 96 units. In addition to the apartments, 36 single-family homes will be built on the 22-acre parcel, located behind the Brew Fish Restaurant. All of the homes will be sold at market value.

Of the 60 apartments, 42 are set aside for tri-town residents who meet the income qualification of making no more than 60 percent of the gross median income. Residents who meet that threshold will receive preference when applying.

“We’ve seen a lot of interest from the community on the project,” said Susan Holding, a managing partner for the project. “We still have more units than we have applications for the project.”

On Oct. 16, an informational session on the apartments and application process was held in the Music Hall.

“That went really, really well,” Holding said. “People arrived interested to learn how the process worked and we were able to help people with their applications.”

Applicants had to meet a Nov. 4 deadline to be eligible for an apartment lottery drawing, scheduled for Dec. 3 in the Music Hall. Holding said 30 units will be opened by Feb. 1 if the construction goes as planned.

The informational session also explained the project’s use of green and renewable energy and its amenities, including a community building and swimming pool.

Bay Watch Real Estate representative Ken Steen said much of the site work has been completed and the project is currently on schedule.

“We’re well underway in terms of construction,” Steen said.

While the first 30 apartments are set to open Feb. 1, the remaining 30 apartments should be finished by April 1.

Steen noted that the main road leading into the development off of Front Street had recently been paved, too.

Of the apartments, 46 have two bedrooms, eight have one bedroom and six have three bedrooms. One-bedroom apartments are being advertised at $816 per month. The cost of a two-bedroom and three-bedroom are $974 and $1,109, respectively.

According to Steen, eight apartments will be ready for use by applicants who earn up to 30 percent of the area’s medium income level. For a single person that income is $18,450 and for a household of six that figure is $31,970.

The remaining 52 units are available for those who earn up to 60 percent of the area medium income. The yearly income threshold for a single person is $36,840 and $61,020 for a household with six people.

While the apartments are on a fast track for construction, Steen noted the houses will be built at a slower pace and when the housing market improves.

He estimated that construction on the houses would start in 2015.
