Rochester officers gather to celebrate promotions, appointment
ROCHESTER — Uniformed police officers suddenly surrounded Rochester Town Hall on Monday, Dec. 15. But rather than being in search of a suspect, they were in search of a celebration.
There was much to celebrate for Rochester Police Department staff, as two officers were promoted, one was hired and “the glue” of the department received a title change.
Rochester Select Board’s meeting started with the appointment and swearing in of Roshawn Groce as a part-time patrol officer.
Groce had previously served as a part-time officer for multiple Cape Cod police departments. He was most recently a correctional officer at the Bristol County Correctional Facility.
“Roshawn's diverse background of law enforcement and public safety will undoubtedly enhance our team's ability to serve and protect our community,” said Police Chief Michael Assad. “We are confident that his skills and dedication will make a positive impact within our department and the Rochester community.”
After Groce was sworn in, two officers were promoted to the position of sergeant; Zach Dupere and Conner Leddin.
“Both individuals have completed an extensive assessment and interview process demonstrating exceptional dedication, leadership and a strong commitment to serving our community,” said Assad.
Assad recognized Dupere’s work ethic and professionalism before adding that he has also served as an honorary “IT guy” due to his knowledge of computers.
He said that Leddin has “proven to be an invaluable asset to the department” and has shown “remarkable” investigation skills and a keen ability to handle complex cases.
Last to be recognized was Lieutenant Donald Kemmett, who received a title change to captain.
“I want to thank you for all of your years of service to the Rochester police department,” said Assad to Kemmett. “You’ve been the glue that has held this agency together.”
Assad called Kemmett, “the man” and noted how much help he was when Assad first started.
