Rochester recycling center approved
Redevelopment of a local recycling plant was unanimously approved by the Planning Board after months of deliberation.
The move paves the way for a 58,000-square-foot addition to the C&D Waste Recycling Facility, located on Cranberry Highway in Rochester.
“This project will put Rochester on the map,” Vice President and General Manager of ABC Disposal Service Inc. Michael Camara said.
Camara described the project, once finished, as a “new norm for managing solid waste.” The new building would be equipped to process municipal solid waste and debris from construction sites.
Power for the new facility would come from solar panels mounted on the roof.
Camara owns Shamut Associates LLC, the firm that operates the recycling center.
Also present for the vote was Greg Wirsen, an associate of engineering and consulting firm Green Seal Environmental, Inc. Wirsen thanked the Planning Board, and other town boards that worked on the review, for their support and professionalism.
Wirsen said the facility should be completed in September 2014.
Approval from a super majority of the board was required to OK the site plan review. Five out of five voting members voted yes, while members Ben Bailey and Susan Teal abstained.
A lengthy public hearing process preceded the vote as board members sought clarity on stormwater operation, maintenance and other issues.
C&D Waste is slated to be expanded from the current 30,000-square-foot facility to one that would measure 88,000 square feet. Plans call for constructing the larger facility around the existing one. Once completed, the smaller building would be demolished.
The increased size of the building will also require more employees. Currently, three people are employed at C&D Waste.
Shamut Associate representatives have about 30 people will be needed to staff the larger facility.
