Rochester Town Meeting passes 17 articles in one hour

The Rochester spring Town Meeting was delayed fifteen minutes on May 21 while residents waited for a minimum of 75 voters.

But once the meeting got started, voters flew through the 17-article Town Meeting Warrant in about one hour.

With almost no discussion, Rochester residents unanimously approved the 2013 budget of $17,750,036 as well as an article to continue negotiations on a 10-acre solar power farm on 20 acres of land owned by New Bedford.

City officials from New Bedford have proposed to pay Rochester $800,000 over a 20-year period in lieu of taxes.

The proposal is in the early stages with Rochester town officials. New Bedford officials will have to go before the Planning Board for a site-plan review of the area before the project can move forward.

The final article, a proposal to extend water service on Marion Road and Mary’s Pond Road, drew the most questions from voters.

Selectman Bradford Morse explained that the Department of Environmental Protection had found high levels of pollution contaminating water sources in the Mary’s Pond Road area, possibly due to a fireworks display.

A number of wells were tested and two were found to exceed the department’s standards.

In order to avoid potential litigation from the DEP for the contaminated water, the article proposed extending the town water to the residents affected.

Town Counsel Blair Bailey said, “The DEP issued a notice that they consider us potentially liable. We’re the only identified party involved so the town is picking up the tab.”

He added that the bill for further litigation could cost more than extending the water service, which drove the decision to create the article.

The article was passed unanimously, which made 100 percent approval for all 17 articles.
