Budgets and constitutional amendments: Mattapoisett's Town Meeting

At Mattapoisett’s May 8 Town Meeting, voters will be asked to approve a $25.6 million budget for Mattapoisett’s fiscal year 2018.

Town Meeting will convene at 7 p.m. at Old Rochester Regional High School. All registered voters in town may attend and vote.

Road Repairs

The budget includes $500,000 for repairs to Pearl Street, Hammond Street and Church Street, as well as an overlay of Aucoot Road. The money would be funded through a debt exclusion with retiring debt. As the town nishes paying off debt for one project, that same amount of money would be used to pay for another. Taxes would not increase.

Solar PILOT

Voters will choose whether or not to allow the Board of Selectmen to begin negotiations for a PILOT agreement with the two new solar projects in town on Crystal Spring Road and Tinkham Hill Road.

PILOT stands for payment in lieu of taxes and is essentially a way for the company to stabilize taxes over the term of the solar agreement with the town. The two other solar projects in town are already using PILOT agreements.

Constitutional Amendment

The article asks Mattapoisett voters to vote in favor of a “We the People Act” which is currently being reviewed by both Congress in two different legislative bodies.

The bill calls for Congress to “place limits on political contributions and expenditures to ensure that all citizens have access to the political process.”

The bill is a reaction to a 2010 ruling in “United Citzens vs. FCE" where the Supreme Court decided that laws limiting corporations and unions from using money for political advertising violated the First Amendment,

The petitioners are simply asking voters to support the bill. A vote of approval would cost the town nothing.
