Rochester officials question ORR surplus funds

The Old Rochester Regional School District’s surplus fund has raised questions with Rochester officials who say the account has more money than it should.

Of ORR’s $1 million surplus fund, known as the Excess and Deficiency account, the school district is $174,000 over what the state allows it to keep, said Town Administrator Richard LaCamera.

This amount, LaCamera said, should be given back to Marion, Mattapoisett, and Rochester. The three towns are each assessed a portion of the ORR School District budget based on student enrollment. The surplus account is made up of excess money saved throughout the year.

“Everybody has expressed concern over why these problems are happening for the third year in a row,” LaCamera said. “There was an error made that has affected multiple years.”

LaCamera addressed his concerns during Monday night’s meeting with the Selectmen.

Of the error, LaCamera said, “This needs to be addressed and cleared up once and for all.”

The Selectmen agreed. “This is a time when all three towns are drastically squeezing budgets,” said Selectman Naida Parker. “It’s disturbing to see that we’re doing the painful belt tightening only to find out the school has $1 million in excess.”

The ORR School Committee is expected to approve its proposed 2014 budget this month in time for the three towns’ Town Meetings in May.

“It’s disheartening that they’re making a budget yet they don’t know what the account is,” said Selectmen Chair Richard Nunes.

The officials agreed to continue discussions.
